A Petroleum Engineer with a Ph.D. in Geology, Dr. J. Fernando Zuniga y Rivero was Director of the Exploration Department in Talara when PetroPeru was formed. In 1984, he became a World Bank Officer in charge of evaluating and monitoring energy-related projects in Africa, Asia, Latin America and the Caribbean. He rejoined the World Bank in 1989, where he is a permanent consultant on energy issues for Argentina, Peru, Chile, Bolivia and Ecuador.
